While this may not be a formal requirement, that is in fact what we're doing. I had a phone call yesterday with a company that is very eager to contribute some tools to manage Fabric. I proposed a set of steps:
  1. Fix DCO and license issues internally
  2. Open source on github
  3. Approach the TSC and lab stewards to discuss the project with the code already in the open
  4. Move to labs
  5. See about integrating with Fabric more broadly, either in Cello or Fabric itself
