PROPOSAL standardization of proposing and launching WG

Dear TSC Members,
As you know, we have a number of great technical working groups, and launched our first sector-specific working group, in health care, about a year ago: https://wiki.hyperledger.org/groups/healthcare/healthcare-wg. 867 people are currently subscribed to that mailing list, and we have reactivated the group recently with 4 Chairs: Robert Chu, Kyle Culver, Nathan DeNiro and James Worthington. It a truly open source community of doctors, professionals and blockchain technologists.
We would like to start a few more sector-specific working groups to help both technical and non-technical end users understand how they can use Hyperledger's software to address real use cases in their sector, and for some to share what they are already doing.
In preparation for that we have worked on a new document that standardizes the process of proposing and launching any working group. We have divided it into 3 sections
* an application form that any new working group would submit to TSC in order to get approved,
* a standard process describing the election and ways of communicating for the group, and
* the steps that will be taken upon approval of a group.
We would like to have a consistent process across all working groups, grandfathering in existing ones when they differ, perhaps making them consistent over time. You can find the document here:
We would like to ask TSC to consider this document, add comments to the draft which we will do our best to answer, and then discuss this draft at the TSC meeting on Thursday. Hopefully we could wrap in suggestions and aim for approval by the TSC call on March 29th.
