TSC members (and frankly all who wish to participate)

I've created a PR for the initial draft outline for the Hyperledger project's whitepaper [1] as we have previously discussed [2].

I've also suggested an approach to building consensus. At some point, we will need to identify committers that can merge PRs when consensus has been achieved.
However, I would recommend we use the PR comments to indicate LGTM (looks good to me) or otherwise (with specific constructive feedback that
you'd like to see before you'd agree to merge).

So, if you are a TSC member, please weigh in on comments [1] with LGTM or comment.
