Not sure if everyone interested gets the notices, but I added a proposal to the repo structure task force page to leverage a tweaked default policy for the repolinter tool that Ry had suggested.
It seems to do a reasonable job of identifying the presence or absence of what the TODO Group recommends as best practices.
