In order to validate transactions, a peer will need access to the state database (which is of course populated by processing validating and committing

In both cases, you can use the "peer node reset" command to reset all channels to the genesis block. Upon restart, the peer will receive blocks from an orderer and rebuild the block store and state

Only ordering organizations have ordering system channel, so this is referring to those organizations. Peers are not joined to the ordering system channel.

The error has nothing to do with an expiredcertificate.
I suggest you turn on the MSP loggingto debug level and then see why the policy wasn't satisfied.
