The core logic in the sbft package is sound, but it is not production
ready and hasn't been integrated with the rest of the system.
I propose that we remove it from the code base before version 1.0

The user chaincode needs to run inside a Docker container, whose image is based on the hyperledger/fabric-baseimage.
Hence either u build up one locally, either you pull one from remote dockerhub.
