Dear Fabric Maintainers and All, 

It is Yi. Recently, we developed a desktop app for Fabric. It is general-purpose, in other words, an API tool with GUI. We would like to contribute it to Hyperledger. 

Right now, TSC is discussing and would like to know how Fabric maintainers think about this. Things like its relationship with Fabric; if it should be a top-level project or sub-project of Fabric; and how to maintain projects like this. It is pleased to hear from you.
