Hi All

I propose we close all existing pull requests at https://github.com/hyperledger/fabric/pulls soon. We should then create a single pull request similar to the one at https://github.com/golang/go/pull/9220 to help reduce confusion. Go has a bot that automatically closes new PRs with this helpful message. https://github.com/golang/go/pull/16398#issuecomment-233175127. Does LF have an existing similar bot or does anyone already know how this is achieved? If not, I can investigate.
